The action plan(ultimate theme) of the Pyeongchang Peace Forum was Disarmament in 2019, Cessation of Hostilities in 2020, and the Peace New Deal in 2021. This section has the goal of grafting the ultimate theme of 2021, with the right to peace, which is recently receiving the attention of international society such as the UN, by examining peaceful cooperation of the South and North under the theme of "The Right to Peace and Peaceful Cooperation." We can expect the effect of recognizing the cooperation of the South and North as not only the methodology of the Peace New Deal but also a process of practicing the right to peace, and a promotion plan for human rights to accelerate the reconciliation of the South and North. The basis speaker will present the ethnic and peace-historical meaning of the peaceful cooperation of South and North Korea. The subject speaker will present the meaning of the right to peace, which was resolved by the UN General Assembly in 1984 and 2016, and analyze how it can be applied to the reality of national division and the process of aiming for peace, with the subject of South-North railway network and EEZ which were resolved during the Panmunjom Declaration, 2018. During the Panel Debate, the participants, experts and peace activists of Gangwon-do, will propose practical tasks related to the right to peace.

Human Rights Commission of Gangwon Province, an institute that protects the human rights of citizens of Gangwon-do, is founded according to the ordinance. We serve the role of a deliberating advisory board about primary policies for the protection and enhancement of human rights, and establish human rights master plan for Gangwon-do"s residents. We also promote human rights policies, conduct human rights counseling and education, investigate and redress when human rights abuse.
