Establishing Inter-Korean Tourism through Gangwon 2024 and Revenue Models for Inter-Korean Tourism

This session will pursue ways to create inter-Korean tour businesses as outcomes from joint hosding of Gangwon 2024 as well as supporting programs for countries without winter sports infrastructure. Once agreed, inter-Korean joint sports training for youth from countries without winter sports infrastructure will increase the possibility of reconnecting a road between PyeongChang in South Korea and Masingnyeong in North Korea, an airway between Yangyang Airport and Wonsan-Kalma International Airport, and a seaway between Sokcho and Wonsan, which are likely to be used as inter-Korean tour routes. North Korea has finished its preparation to welcome South Korean visitors and foreign tourists by completing Wonsan-Kalma Coastal Tourist Area and resorts in the area of Baekdusan Mountain and Samjiyeon in 2020. It also had five beautiful mountains, namely Baekdusan Mountain, Guwolsan Mountain, Myohyangsan Mountain, Chilbosan Mountain, and Geumgangsan Mountain, certified as UNESCO Biosphere Reserves. This can be interpreted that North Korea is showing its interest in efficient preservation and utilization of tour resources through cooperation with international society.

Discussion in this session will cover realization of inter-Korean tourism through Gangwon 2024 and lay out a relevant revenue model. The agenda items in this session will also include ideas for inter-Korean cooperation for sustainable tourism at the DMZ which is a joint asset of the two Koreas. Additionally, there will be a presentation on the current status of development of tourism resources in North Korea such as Geumgangsan Mountain followed by introduction of a possible revenue model for inter-Korean tourism.

The South North Economic Cooperation. Inc is a corporation that was established on January 29, 2008 to develop the area of 350,000 m2 in Sadong District, Pyeongyang with an approval by the Minister of the Ministry of Unification. In May 2008, it built its first factory in the Daedonggang River area to produce sports goods in the properties in Pyeongyang. While this project had to be withdrawn following the May 24 Measures by Lee Myung-bak administration in 2010, the factory itself is still in operation under the management of the April 25 Sports Group in North Korea. In August 2018, the South North Economic Cooperation and the April 25 Sports Group agreed to establish a sports center in Pyeongyang utilizing existing properties. Once the sanction on North Korea is lifted, the two organizations will jointly construct golf fields, hotels, and a sports center to expand inter-Korean sports exchanges and pursue international tourism projects.
Meanwhile, in November 2011, the South North Economic Cooperation also built the Ari Sports Cup Factory to produce soccer shoes in Dandong, China. However, along with the Gaeseong Industrial complex, the factory was closed by the Park Geun-hye administration in 2016, just five years after its establishment.
Main business of the cooperation is general construction, trading, sports marketing and promotion, tourism, wholesale and retail, and advertisement. Its more recent projects include creation of a peace sports town as large as 150,000 pyeong (approximately 500,000 m2) in the city of Pocheon, Gyeonggi-do, an outcome project from an MOU signed between Pocheon and the South North Economic Cooperation in October 2021.
